Review of Developments
Bicycle/Pedestrian Committee plan review.

Tom, after talking to Fred Rogers, here’s what we can do:

- At the beginning of each month, when we first get the plan submittals, we will make copies of the master plans, sketch plans, and any other plans we think the Committee may be interested in reviewing.

- The plans will be available to be picked up from our department the Wednesday or Thursday after the initial submittal date.  (See the submittal schedule here: http://hvilletn.kbshost.com/documents/planning/Docs/HRPCSubmittalSchedule2005.pdf )  

- Any comments generated by the Committee will need to be forwarded to me no later than the 8th day following the first Tuesday of each month.  Comments should be numbered and as concise and clear as possible.

- Comments will be delivered to the developer/designer along with staff comments.

- If, on the follow-up plans, the comments have not been complied with, the comments will be included with the final staff comments to the Planning Commission.  At your discretion, you may attend the Planning Commission to answer questions and hopefully raise awareness among the Commissioners of the importance of the Committee and the Bicycle/Pedestrian Master Plan.

We’ll try this for a few months and see how it goes.  You will need to have someone pick up the plans at the beginning of each month, and schedule a committee (or sub-committee) meeting sometime between the first Tuesday of the month and the 7th day following the first Tuesday to review the plans.

Remember, if an element is not shown on the Bicycle/Pedestrian Master Plan, your chances of getting the Planning Commission to go along in requiring the developer to install that element is greatly reduced.

In order to assure our reviews achieve the proper level of attention, please prioritization the comments to City Staff and the Planning Commission in the following order of importance moving from the most important to the least.

1)       Elements on the Developers’ Plan that are contrary to the Bike/Pedestrian Master Plan.
2)       Elements on the Developers’ Plan that would cause likely violations the Bike/Pedestrian Master Plan in other areas.
3)       Elements on the Developers’ Plan that are contrary to the Bike Lane/Pedestrian Path Design Manual.
4)       Elements on the Developers’ Plan that require the Bike/Pedestrian Master Plan be modified.
5)       Elements on the Developers’ Plan that require the Bike Lane/Pedestrian Path Design Manual be modified.
6)       Elements on the Developers’ Plan that are likely to create problems for the City (e.g. traffic issues.)
7)       Changes to the Developer’s Plan that would make it more Bike/Pedestrian friendly.
8)       Other recommendations.

Our Primary responsibility to maintain the Master Plan for Bike/Pedestrian (the MAP) and Design Standards Manual and then administer to it.  The Master Plan demonstrates to the City and Developers our long range goals for connectivity.  It gives them something to “work with” and to “sell.”  This Priority listing also tells you how important it is that we get “the MAP” done and out into the community for their involvement.  And then get the Design Manuals done.
